REQUEST FOR EXPRESSION OF INTEREST (REOI) 

UNDP invites interested and eligible suppliers to submit Expressions of Interest (EOIs) in respect of provision of the requirements described below. The purpose of the REOI is to conduct a market survey in the area of digitalisation and IT solution development and implementation aimed at gathering key information through a brief questionnaire.

Scope Description 

1. Background 

The United Nations Development Programme (UNDP) is the development programme of the United Nations System and works in some 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. UNDP helps countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience to sustain development results. UNDP supports the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs). 

UNDP in Moldova  

Moldova's developmental journey of the last two years not only highlights the nation's resilience but also presents continued opportunities for UNDP to enhance its engagement in the key development areas. Namely, the UNDP’s offer around strategic innovation, digitalization and development financing is aligned with and has the potential to accelerate national reform priorities to address socio-economic challenges. 

UNDP will advance its integrated portfolio programming to achieve scale and system-wide transformation to improve country’s energy security, address vulnerability, advance inclusive economic growth and green transition. These will be underpinned by continued strengthening of social cohesion, rule of law and gauging communities to actively support broader democratization processes and socio-economic rapprochement between the two banks of the Nistru river. UNDP Moldova’s 2023-2027 Country Programme Document was approved by the Executive Board in September 2022.    

2. Purpose and objectives  

UNDP Moldova is conducting a market research to inform the design, development and implementation of digital solutions and systems in the context of UNDP support related to advancing reform agenda towards country modernization, reengineering and digitalizing.    

UNDP hereby invites qualified service providers to respond to a questionnaire associated to the market research aiming to enhance UNDP Moldova knowledge of the market capabilities and the nature of available goods/services being procured to ensure expansion of the competitive field, facilitate effective market approach, contribute to the increase of the quality of goods/services, and get value for money. 

The objective is to conduct sound market research related to provision of goods/services associated to: 

  • Design and implementation of a modern, web-based Case Management System to digitalize the entire lifecycle of tasks/record/request handling, including registration, assignment, workflow management, and reporting. The solution should support automation of core business processes and seamless integration with external systems/registries and applications as well as with the e-Government solutions and services, allow data exchange and interoperability. 
  • Design and implementation of the required digital solution/system which would meet the following high-level objectives: digitalize end-to-end case management (from initial issue identification to final resolution), implementation of role-based workflows for at least three roles in the system, integration with existing registers, data integrity & auditability to meet legal requirements ensured, delivery of a modular, scalable architecture for future extensibility. 
  • Design and implementation of the required digital solution/system which would allow the following, but not limited to, major functional domains essential for: case registration & assignment, workflow & task management, document generation & electronic signing, interoperability services (REST APIs to external systems), reporting & analytics dashboards, administration & security (user provisioning, RBAC, audit logs), hundreds of concurrent users. 
  • Design and implementation of the required digital solution/system is expected to be grounded in a comprehensive technology stack, encompassing the following core domains: Frontend, Backend, Database, Integration and Middleware (API gateways, message brokers etc.), Infrastructure (cloud/on-premise/hybrid etc.), Security, Reporting and BI. 
  • Design and implementation of the required digital solution/system based on an iterative delivery model, with development organized in iterations and regular demonstration of working features to the final beneficiary.  
  • Design and implementation of the required digital solution/system engaging the following project delivery components/implementation service domains: business analysis, architecture design, software development, quality assurance, data migration, trainings and documentation (the breakdown is proposed in Questionnaire Returnable Forms). The digital solution/system is envisioned to have three tier architecture with using modern, widely adopted technologies for web application development, backend and relational database. It will have integration with national platforms and should be scalable and adoptable for future development. The proposal should describe the preferred technology stack for frontend, backend, database, middleware, and infrastructure with brief justification. 

Note: The tasks associated to the provision of goods/services associated above listed are estimated to be completed in 30 months:  

  • 18 months for design/development/ testing/migration/implementation/training, and  
  • 12 months for warranty, maintenance and technical support.  

Respondents shall estimate required level of effort (person-role-days/hours) for solution complexity in alignment with these timeframes. 

The outcome of the process is to conduct market research through the attached questionary aimed at supporting UNDP estimate the value of a subsequent procurement for the goods/services detailed above.  

In preparation of the answers to the questions included in the Questionnaire Returnable Forms please consider the following details as to ensure accurate estimation of effort, cost and project management methodology: 

  1. What technology stack (frontend, backend, database, integration/middleware, infrastructure) would you recommend for building such a case management solution? 
  2. Given the described case management system and its workflow, how would you structure the project team and estimate the effort required for business analysis, development, quality assurance, and data migration for a typical system of this type and scale. 
  3. What is typical approach to project management and delivery for projects of similar complexity (Agile, hybrid, Waterfall)? How you organize work, manage requirements changes and ensure delivery on time. 

Note: To ensure the sustainability of the digital solution, proposals should minimize reliance on proprietary technologies and promote the use of open-source solutions. All the source code, documentation, and configuration materials will be transferred to UNDP upon end of the project

For subsequent procurement of services UNDP Moldova will initiate open competitive procurement processes.  

For this specific request, UNDP is solely seeking service providers responses to the questionnaire available in the Questionnaire Returnable Forms. 

This questionnaire is for information-gathering and planning only. It does not constitute a solicitation and does not commit UNDP to award a contract or to reimburse any costs associated with preparing a response.
