REQUEST FOR EXPRESSION OF INTEREST (REOI)
UNDP invites interested and eligible suppliers to submit Expressions of Interest (EOIs) in respect of provision of the requirements described below. The purpose of the REOI is to conduct a market survey in the area of digitalisation and IT solution development and implementation aimed at gathering key information through a brief questionnaire.

Scope Description
1. Background
The United Nations Development Programme (UNDP) is the development programme of the United Nations System and works in some 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. UNDP helps countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience to sustain development results. UNDP supports the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs).
UNDP in Moldova
Moldova's developmental journey of the last two years not only highlights the nation's resilience but also presents continued opportunities for UNDP to enhance its engagement in the key development areas. Namely, the UNDP’s offer around strategic innovation, digitalization and development financing is aligned with and has the potential to accelerate national reform priorities to address socio-economic challenges.
UNDP will advance its integrated portfolio programming to achieve scale and system-wide transformation to improve country’s energy security, address vulnerability, advance inclusive economic growth and green transition. These will be underpinned by continued strengthening of social cohesion, rule of law and gauging communities to actively support broader democratization processes and socio-economic rapprochement between the two banks of the Nistru river. UNDP Moldova’s 2023-2027 Country Programme Document was approved by the Executive Board in September 2022.
2. Purpose and objectives
UNDP Moldova is conducting a market research to inform the design, development and implementation of digital solutions and systems in the context of UNDP support related to advancing reform agenda towards country modernization, reengineering and digitalizing.
UNDP hereby invites qualified service providers to respond to a questionnaire associated to the market research aiming to enhance UNDP Moldova knowledge of the market capabilities and the nature of available goods/services being procured to ensure expansion of the competitive field, facilitate effective market approach, contribute to the increase of the quality of goods/services, and get value for money.

Respondents shall estimate required level of effort (person-role-days/hours) for solution complexity in alignment with these timeframes.
The outcome of the process is to conduct market research through the attached questionary aimed at supporting UNDP estimate the value of a subsequent procurement for the goods/services detailed above.

Note: To ensure the sustainability of the digital solution, proposals should minimize reliance on proprietary technologies and promote the use of open-source solutions. All the source code, documentation, and configuration materials will be transferred to UNDP upon end of the project.
For subsequent procurement of services UNDP Moldova will initiate open competitive procurement processes.
